Most of the rules of the road are about position — which side of a line you may be on, whose lane it is at this hour, and who goes first where two roads meet.
Solid means never, broken means sometimes
Where a line divides the road, you stay left of it. Crossing a solid dividing line is an offence in itself, whatever the reason and however clear the road is.
A broken dividing line may be crossed for exactly two purposes: to overtake, and to make a U-turn. It is not general permission to use the other side.
