Numbers inside a red ring. Each one is a maximum you may not exceed, and the trick is knowing which quantity each sign is measuring.
Red ring, black number, maximum
A number in black on a white disc with a red rim is a maximum. It replaces the general limit for that stretch of road, and it applies from the sign until another sign changes it.
The same number in white on a blue disc is the opposite — a minimum. Colour is the only thing separating them, which is precisely why the test asks.
