What these signs are really telling you
A person, a child, a cyclist or an animal is not a hazard because it is in the road. It is a hazard because it may enter the road without warning, from a place you are not looking at.
So the response is not only to slow down. It is to move your eyes off the tarmac and onto the verges, the gaps between parked cars, and the gates.
